The Black Surfing Association (BSA) East Coast Chapter, established in 2016 by Lou Harris in Rockaway Beach, New York, is dedicated to introducing surfing and ocean safety to Black and brown youth. Through free lessons, equipment provision, and mentorship, the BSA aims to diversify the surfing community and empower underrepresented individuals. The organization has taught over 200 children, many of whom had never been in the ocean despite living near the beach.

In addition to surfing, the BSA offers free skateboarding classes and other activities year-round, focusing on overall safety and community engagement. The BSA also actively participates in social justice initiatives, organizing paddle-out events to honor victims of systemic racism and promote inclusivity within the surfing community.
